Deal with the situation however you deem necessary - the key here is to steal Morgan's PDA. When you arrive, you will find a Mercenary commander (Morgan) discussing that he has stolen a Duty weapons cache and is willing to sell the weapons to the Bandits. Soon after the game begins and you get aboard the Skadovsk, Beard will ask you to help a group of Stalkers interrupt an arms deal between Mercenary troops and Bandits. Fortunately, this quest has an extreme number of benefits and very few drawbacks to complete - you can finish it fairly early in the game, and the rewards you will receive from the faction you support are immense. In addition to allowing you to recruit Strider (the Monolith squad leader) to assist you in the Pripyat Underground, you will need to complete this quest in its entirety. Attempting to tell a faction leader that they can be trusted won't help you much if that faction leader doesn't trust you. This mission is not altogether difficult by itself, but gaining enough trust of either Duty or Freedom is, for this quest.
